Bihag na Pawikan, Pinalaya sa Pilipinas dahil sa Petisyon

Isang petisyon sa Change.org ang tagumpay na nakakumbinsi sa mga lokal na opsiyal sa isang lalawigan sa Pilipinas upang palayain ang isang binihag na pawikan. Itinuturing na naganganib ang lahi ng mga pawikan.

Nilagdaan ng mahigit na 1,500 katao ang petisyon na sinimulang ni Rochelle Prado:

…in Turtle Island, Guimaras, a Pawikan is kept tied and released only for purposes of photography at the cost of 5 pesos per tourist. The locals are the best stewards of endangered species within their vicinity, yet there is a lack of awareness about the need for these creatures to be set free and undisturbed in their natural habitat.

…release the Pawikan and ensure that this practice will not continue by working hand in hand with the residents of Turtle Island in programs directed towards preserving and protecting their seas and marine life.

… sa Turtle Island, Guimaras, nakatali ang isang pawikan at pinapakawalan lamang kapag kukunan ng larawan ng mga turista sa halagang limang piso. Ang mga naninirahan doon ang pinakamainam na tagapangalaga ng mga endangered species sa kanilang lugar, subalit may kakulangan sa kaalaman na kailangang malaya at hindi pinapakialaman ang mga hayop na ito.

… palayain ang pawikan at siguraduhing hindi ipagpapatuloy ang gawaing ito sa pamamagitan ng pakikipagtulungan sa mga residente ng Turlte Island [upang magkaroon ng] mga programang nakatuon sa pag-aalaga ng karagatan at mga nilalang dito.

Agad namang tumugon si Jesse Vego ng Department of Environment and Natural Resources at pinalaya ang pawikan:

… I was quite surprised that there is a petition being circulated when the petitioner, Rochelle Prado, had not even communicated with my Office. I should thank you for that because had it pushed through it will put my Office in bad light

… the alleged Turtle Island, a place which cannot be located in the official map of the province, the island being alluded to is actually a part of the mainland

… Nagulat talaga ako na may petisyong kumakalat gayong nag-petisyon na si Rochelle Prado ay hindi man lang nakipag-ugnayan sa aking opisina. Nagpapasalamat ako sa yo dahil kung natuloy iyon malalagay sa masamang sitwasyon ang aking opisina.
… ang sinasabing Turtle Island, isang lugar na hindi mahahanap sa opisyal na mapa ng lalawigan, ang islang itinuturing, ay bahagi ng mainland.

Ibinalita ng Change.org  ang kaganapan:

VICTORY! Congratulations to Change.org Philippines petition starter Rochelle Prado. Through her efforts and help from 1,645 others, the DENR Protected Areas and Wildlife Bureau (PAWB) has freed the captive Turtle island pawikan that was being used for paid photo-ops.

TAGUMPAY! Binabati namin ang pasimuno ng petisyon sa Change.org Pilipinas na si Rochelle Prado. Sa pamamagitan ng kanyang pagsisikap at sa tulong ng 1,645 na iba pa, pinalaya ng DENR Protected Areas and Wildlife Bureau (PAWB) ang bihag na pawikan na ginagamit para sa may bayad na pagkuha ng larawan.

Ayon kay Minerva Glindro, kailangang mabigyan ng alternatibong hanapbuhay ang mga nakatira sa isla:

The government needs to provide programs that provide a better livelihood for the locals that will make them stewards for their ecosystem. Simply releasing the turtles won't stop the cycle.

Kailangan ng pamahalaan magbigay ng mga programang pangkabuhayan para sa mga naninirahan doon upang sila'y maging tagapangalaga ng kanilang kalikasan. Ang pagpalaya ng pawikan ay hindi sapat upang mabasag ang siklo.

Patupad ang mga batas pangkalikasan, sabi ni Rene Mikhael Resurreccion:

I don't even know why we NEED a petition. If it's against the law, then just freaking do what must be done.

Anyway, this is important to me as even though that turtle may not have a brain as sophisticated as ours, it must feel lonely and BORED sometimes, can't it? Anyway, that turtle may serve a purpose much higher than serve as a source of photo souvenirs. It could propagate the multiplication of its species for example.

Hindi ko man lang alam kung bakit kailangan pa natin ang isang petisyon. Kung bawal ito sa batas, e di basta gawin na ang kailangan gawin.

Gayon pa man, mahalaga ito sa akin dahil kahit ang walang utak ang pawikan na katulad ng sa atin, nalulungkot at nababato din ito, di ba? Gayon pa man, ang pawikan ay may halaga na mas mataas pa kaysa sa larawang souvenir. Pwede niyang padamihin ang kanyang lahi, halimbawa.

Nakita ni Pinky Arturo skung paano naabuso ang mga pawikan sa isla:

I was able to go there when we visited the island.. I felt nothing but pity for the creature. They should stop this and free the turtle!

Nakapunta ako roon noong bumisita ako sa isla.. Wala akong naramdaman kundi awa sa nilalang. Dapat ihinto nila ito at palayain ang pawikan!

    Kindly correct the caption on the photos. Those photos were not taken by myself, but by the staff of the concerned PENR office, the office that facilitated the release of the sea turtle. Maraming salamat po.
