Usap ng Kapayapaan sa Mindanao

Maraming mga nag sasabi na kailangan na ng kapayapaan dahil sa mga panibagong labanan sa pagitan ng mga tropa ng gobyerno at mga Moro rebelde sa may timog na rehiyon ng Pilipinas.

Sinimulan ni Presidente NoyNoy Aquino yun militar kampanya na tawag “All-Out Justice” na papayagan ibomba yun mga lugar na baka taguan ng mga Moro rebelde.

Nangnyari ito pag katapos ng “Al-Barka Basila Incident” – yun pag patay ng 19 sundalo ng hukbo ng Pilipinas habang kalaban yun mga gerilya Moro Islamic Liberation Front (MILF).

Pinaghukay ng Between the Lines kung ano talaga nangnyari sa Al-Barka Basilan incident [1].

Mga 20,000 tao lumayas [2] dahil sa labanan at maraming natatakot sa pang-aabuso ng mga tropa ng goberyerno [3]:

Mga tao humihingi na ng kapayapaan sa Mindanao

Yun unang mga natuklasan (hindi pa tapos yun imbestigasyon) sa pagpupulong ng Presidente at AFP  (Armed Forces of the Philippines) yun huling Biyernes ay sinabi na yun mga namatay na sundalo ay hindi naman dapat talaga napapunta doon. Namatay sila kasi pinapunta sila doon at hindi sila handa at walang ka plano-plano. Parang pumunta talaga sila doon para mamatay.

The initial findings – THE INVESTIGATION IS STILL GOING ON – as reported in the command conference with the President and the AFP’s (Armed Forces of the Philippines) top brass last Friday, was that the soldiers who died shouldn’t have been sent there in the first place. They died because they were sent there unprepared and without planning, so much so that they were practically sent there to die.

Pero kahit bago pa sa kaguluhan na ito, wala naman masyadong na tupad sa usapan para sa kapayapaan sa mga Moro rebelde. Sabi ni blogger Vencer Crisostomo [5], ganito ‘to kasi yun goberyno ni Aquino ay wala talagang plano para hanapin at ayusin yun ugat ng problema:

Yun mga usapan ng gobyerno para sa kapayapaan galing sa OPAPP ay sinayang lang yun pagkakataon na mag-sign ng kasunduan. Sinira pa yun usap ng kapayapaan kasama ng NDFP (National Democratic Front) at MILF kasi maling diskarte ang ginagamit nila — hindi pinapagtunay yun mga dati pang kasunduan at ginagamit yun usapan ng kapayapaan para sa militar.

The government peace panels under OPAPP (peace adviser) have wasted an opportunity to sign a peace agreement and have sabotaged the peace process with the NDFP (National Democratic Front) and MILF by employing a flawed framework among others, by arrogantly refusing to honor previous agreements and agreed upon processess, and utilizing the peace processes as a military psy-war arm.

Si Reese's my random thoughts [6]…nakikita na yun “all-out justice” kampanya ni Aquino ay hindi naman talaga iba sa “all-out war”:

Binigyan ni PNoy ng awtorisasyon yun AFP ibomba yun mga kampo ng MILF sa Zamboanga Sibugay at gumawa pa ng masmatindi pang operasyon sa Basilan at Lanao del Norte para matangal na yun mga may pananagutan sa Basilan at mga iba pang atake ginawa ng mga MILF kumander.

Ang ibig sabihin ba ng “all-out justice” ay yun panglayas at abuso ng mga 16,000 tao? At bago pa sa Basilan incident meron na mga 125,000 tao umalis sa Mindanao dahil sa operasyon ng militar?

PNoy authorized the AFP to bomb MILF camps in Zamboanga Sibugay and to undertake intensified ground operations in Basilan and Lanao del Norte in order the flush out the supposed perpetrators of the Basilan and following other attacks attributed to alleged bandits/”rogue” MILF commanders.

Is “all-out justice” means displacement and violations of the rights of 16,000 civilians? Which prior to the Basilan incident there were already 125,000 evacuees in Mindanao because of continuous military operations?

Ayaw ng an Insomniac [7] ng deklarasyon para sa gera sa Mindanao:

Kung itigil yun usapan ng kapayapaan at ipahayag ng gera na kalaban ay MILF, di ibig sabihin noon na yun kampanya na yun ay hindi lang nasa Basilan, pero nasa Lanao del Norte, Sarangani at Davao del Sur rin…

Madali lang sa mga tao sa Capital na gustong may dugo na itaas ang kanilang mga kamao at sabihin “ihiganti ang mga sundalo!”. Kaya nila ito gawin kasi yun mga bahay nila ay malayo sa mga mujaheedin ng MILF. Pero paano naman yun mga tao nasa Mindanao?

To end the peace talks and declare an all-out war against the MILF would mean the waging of a campaign which would not only be based in Basilan, but would also cover areas as far as Lanao del Norte, Sarangani and Davao del Sur…

The blood-thirsty public in the Capital may find it easy to raise their fists in the air and shout “avenge the soldiers.” And they can confidently do these things because their homes are far from the reaches of the MILF's mujaheedin. But how about the people of Mindanao?

Nalulungkot at ayaw ni Julius Mariveles [8] na ang daming tao na may gusto sa gera, mas lalo na yun mga tao sa media:

Maaari ko lamang umasa na yun mga may-ari ng istasyon ay bigayan ng mga tagapagbalita ng mga tamang kasangkapan at kasanayan para ipag-ulat yun mga problema na sobrang imporante sa nasyon natin.

Kung hindi nila magawa ito di mas tatanga lang yun mga nanonood at bibigyan pa ng dahilan yun guera. Magiging malaking kapahamakan ito para sa mga tao ng Mindanao.

Pero ang pinaka trahedya dito ay yun mga ibang mamamahayag na, kahit alam nila o hindi, sinisuportahan yun gera sa Mindanao at nakakalimutan na nila yun paghirap ng mga tao sa Negros dahil sa “Total War Policy” ni dating pangulo Corazon Aquino.

I can only hope that station owners and managers can be more conscientious in arming broadcasters with the necessary tools and skills for them to competently report and dissect issues such as this that are of great national importance.

Failing to do so would only lead to the dumbing down of an audience and justify an all-out war that will be disastrous to the people of Mindanao.

But the most tragic part is the fact that some broadcast journalists who, consciously or unconsciously, support an all-out war in Mindanao have conveniently forgotten the sufferings wrought on the civilian populace in Negros island by the Total War Policy of former President Corazon Aquino.

Habang yun dalawa at kalahating taon pagkapangulo ni Estrada, 471 MILF rebelde at 222 sundalo ng gobyerno ay namatay.

Pwede natin isipin na karahiman ng mga namatay ay nangnyari sa 2000 All-Out War.

At sa panahon na yun, sabi ng MILF na 92 rebelde nasaktan at yun Armed Forces of the Philippines (APH) naman iniulat na 270 tao na saktan sa pag labanan na ito. Sa kabuuan, 431 tao na saktan.

During Estrada’s two and a half-year presidency, 471 Moro Islamic Liberation Front (MILF) rebels and 222 government soldiers were killed.

We can presume that most of the fatalities occurred during the 2000 All-Out War.

In addition, during the same period, the MILF claimed 92 rebels were injured while the Armed Forces of the Philippines (AFP) reported 270 injured – or 431 injured from both sides of the conflict.

Sumulat si Carlos Conde, beteranong mamamahayag, tungkol sa mga Moro na tumakas at nawawalan ng bahay [10] dahil sa dekada ng labanan sa Mindanao:

Hindi tama kung sabihin natin na si Unsay at yun mga kababayan niya ay sanay na sa buhay na palaging pinapalayas at walang totoong bahay. “Pinipilit itong buhay sa amin”, sabi niya. Sabi niya na kahit na kaya nila bumuli ng kongkretong bahay, mga bahay kubo lang ang ginigawa lang namin kasi “susunogin lang rin naman eh.”

To say that Unsay and his fellow villagers are used to a life of constant displacement is inaccurate. “We are forced to lead this kind of life,” he said. He pointed out that even though they can afford to build concrete houses, many villagers built huts made of grass and bamboo because these “would be burned anyway.”

Kwenento ni Dr. Carol Araullo yun kasaysayan ng armadong salungatan sa pagitan ng mga Moros at mga pwersa ng pamahalaan [11] sa Mindanao:

Meron gera na ayaw matapos sa pagitan ng Philippine pamahalaan at ang MILF sa ang makasaysayang mga pangangailangan ng Bangsamoro para sa karapatan sa magpaganap sasarili at sa kanilang minamana lupa. Mga hindi maikakait na mga karapatan ng tao Moro tinanggihan ng mga Espanyol at mga Amerikano na kolonyalista pagkatapos yun gobyerno ng Manila, kaya yun pang-aapi nila ay hindi pa talaga natatapos.

There is an ongoing war between the Philippine government and the MILF over the historic demands of the Bangsamoro for the right to self-determination and to their ancestral domain. These inalienable rights of the Moro people have been denied them by the Spanish and American colonialists then by what they call the Manila government post-independence, thus bringing about their marginalization and oppression as a people for centuries up to the present.
